The federal Department of Justice issued a report on March 4, 2015 of findings from its investigation of the Ferguson, MO police department and the shooting of Michael Brown.  It cleared Darren Wilson, the white officer who shot Michael Brown, of civil rights violations.  At the same time it enumerated multiple constitutional violations in its practices in issuing tickets and fines and in the racist environment prevailing in the police department and called for a major overhaul of the city’s criminal justice system.
